7月18日，六方會(huì)談韓國代表團(tuán)團(tuán)長千英宇表示，朝鮮方面計(jì)劃在今年內(nèi)或者5、6個(gè)月內(nèi)實(shí)現(xiàn)核設(shè)施去功能化和申報(bào)全部核計(jì)劃。

報(bào)道中的兩個(gè)動(dòng)詞詞組“to declare (all of the nuclear programs)”和“to disable (its nuclear
facilities)”分別表示：“申報(bào)全部核計(jì)劃”和“核設(shè)施去功能化”。
在此，“declare”不是通常意義上的“宣布、宣告”，而是指“申報(bào)、詳報(bào)（所有物品）”。此外，名詞詞組“nuclear
program”和“nuclear facilities”分別指“核計(jì)劃”和“核設(shè)施”。我們常說的“核反應(yīng)堆”則可表達(dá)為“nuclear reactor”。
當(dāng)然，以上兩個(gè)動(dòng)詞詞組相應(yīng)的名詞形式“declaration and disablement of all the nuclear
programs”也可表示“申報(bào)全部核計(jì)劃”和“核設(shè)施去功能化”。
