Universal suffrage in Hong Kong can only be achieved under the framework of "one country, two systems" by respecting the constitutional set-up, and the constitutional order of the entire nation, Executive Councilor and barrister Ronny Tong Ka-wah said. "Hong Kong is not an independent state, but a city within China," Tong stressed.
He warned that calling for the "liberation of Hong Kong", as championed by many protesters in the city while waving the flags of foreign countries, will not bring any democratic reform to the SAR.
